Rural and Community Development is a critical issue in order to address the significant imbalance in rural livelihoods in Ukraine.
A Workgroup designing a governmental project “Programme of Support and Development of Rural Areas in Ukraine” submitted its draft for consideration by the Prime Minister of Ukraine, Mrs. Y. Tymoshenko. The draft incorporates proposals prepared by the Institute for Rural Development (ICP) experts, as members to the Commission on Socio-Economic Development of Rural Areas within the abovementioned workgroup.
The Programme’s component on socio-economic development of rural areas drafted by the ICP experts, and titled “Prosperous Village”, is a coherent plan of implementation of new approaches ensuring integrated and multifunctional rural development.
The draft is based on detailed analysis of the current rural socio-economic situation and offers specific improvement actions, such as:
- A shift in emphasis of governmental support from pure agricultural production to rural community or individual initiatives;
- A focus on the creation of conditions for human development in rural areas as key priority.
It is anticipated that the comprehensive nature of actions under the ‘Prosperous Village’ Programme should result in significant improvement of rural livelihoods. This will become possible though a particular focus on:
- Rural private initiative and enterprise development;
- Empowerment of rural communities in solving their socio-economic problems; and
- Introduction of support mechanisms for rural socio-economic development.
