The Institute for Rural Development has won a tender for the provision of a series of training and consultations for local Labour and Social Protection Department staff in Lutsk, Alchevsk (Luhansk Region)
The Institute for Rural Development has won a tender for the provision of a series of training and consultations for local Labour and Social Protection Department staff in Lutsk, Alchevsk (Luhansk Region), and Komsomolsk (Poltava Region) on the issues related to improvement of quality of social service delivery. The tender was announced in April by the People’s Voice Project (funded by the Canadian International Development Agency (CIDA) and the World Bank).
Over the next six months the training and consulting activities for the abovementioned staff will include:
conducting of 6 seminars in each of three cities on the following topics: new legislation on social service delivery; new methods and instruments in social service delivery; strategic and operational management in local government bodies related to social service delivery; developing a client-oriented approach in social service delivery; facilitation of public awareness campaigns on the issues related to social service delivery; citizen satisfaction surveys related to social service delivery;
provision of consultations to local government bodies on the following issues: reorganization of social service delivery processes (including implementation of the “one-window” approach); preparation of information materials for citizens on the issues of social service delivery (including information and general orientation materials to be placed inside of local government facilities responsible for social service provision); preparation and facilitation of public awareness campaign on issues related to social service delivery; preparation and facilitation of citizen satisfaction surveys on social service delivery.
The Institute for Rural Development experts have considerable experience in methodological provision and preparation of training programmes and delivery of seminars and training on issues related to reforming of the public assistance and social service delivery system, improving effectiveness of public assistance and capacity of social security officials, and legislative provision of public assistance and social service delivery in Ukraine (participation in drafting of the following normative and legal acts):
• Law of Ukraine “On social services”,
• Law of Ukraine “On amendments to Law of Ukraine “On compulsory state pension insurance” (related to pension provision for agricultural employees)”,
• Law of Ukraine “On public assistance to persons having no right to pension and invalids”,
• Cabinet of Ministers Resolution “On approval of Rules of organization and facilitation of a competitive tender for attraction of state budget funds for social service delivery”,
• Concepts for social service system reform,
• new legislation being currently drafted to regulate future social service delivery.
