20 September the working group on the implementation of a pilot project to provide water supply and quality potable water for the Velykoploske village community (Velyka Mykhaylivka rayon in Odesa oblast) had its meeting with Anatoliy Darenko, Head of Velyka Mykhaylivka Rayon State Administration. The meeting was attended by Petro Poddubnyak, Rayon Sanitary and Epidemiological Station Head, Vitaliy Myronov, Rayon State Administration AIC Department Head, Tamara Podvysotska, Team Leader, Odesa Office, Ukraine Rural Livelihoods Programme, Volodymyr Orlov, Village Council Head, and Natalya Dolgikh and Antonina Shvets, pilot project coordinators.
The working group members briefed the Rayon Administration Head on the pilot project’s progress and constraints. In particular, the following two key problems were discussed: i) lack of specialists in the village to manage the new utility enterprise efficiently, and ii) poor filling of the budget that prevents the rayon authorities from co-financing of the project (UAH200 thousand).
Having brought together officials, community and experts, the meeting produced good results. A decision has been made to hold competition for the utility enterprise director position among young people living in Velykoploske village. The URLP Odesa experts, in their turn, have undertaken commitment to deliver professional training for the selected candidate providing him/ her with necessary skills to manage the above mentioned community water supply enterprise.
The Rayon State Administration Head has assured the participants that negotiations would be held shortly with the representatives of local companies and organizations with regard to investments to be made in the pilot water supply project and that the necessary funds would be raised. So, we can state that due to combined efforts made by the authorities, public and experts another step has been made towards clean water provision for rural dwellers in Odessa oblast.
