The rural social sphere was almost ruined in the period of farm reorganization. This happened through economic crisis, slash of budget funding, insolvency and debts of agricultural enterprises. It turned impossible for the State to meet rural people’s needs in socio-cultural and personal services and, as a consequence, the creation of fair living conditions became highly problematic in rural areas. In view of this, in order to ensure social sphere assets operation and development in rural areas it is necessary to reform this sphere with account for resolution of the issue regarding new owners of social sphere assets that previously belonged to collective agricultural enterprises.
